Toolbar buttons usable with nothing selected

1. Create score.
2. Click on blank space.
3. Click a button on toolbar (e.g. ♭).

Result: It is clickable, but does nothing.

Discussion: The buttons should only be usable if something is selected, or 'Note Entry' is enabled.
