What does ♭² mean? Double ♭? If so you can use a custom timesig using the doube ♭ accidental. It won't playback though

And it is means a double flat, the answer is still the same: Custom key signature
Same answer even if not, but with the addition that you'd need to get that ² in there somehow additionally.
Here's one way...
There is a 2-comma flat in the Symbols section of the Master Palette. Be sure the Font is set to Bravura and enter '2-comma' in the search box.

You can save the symbol in a custom palette, and use the Inspector to adjust its position.
Playback is not supported.

Ah, this answers all my questions and the OP's too, I guess.
Guess we should be adding this to the master accidentals palette for the next major version.
