If you copy a phrase it will overwrite anything in the same voice when you paste it.
I'll trying to guess a little at what you want: You want some measures in one part of the score to be in the same measure as some existing notes. I assume they are both in voice one and you only have one voice in the destination as well. In this case you need to use the Edit->voices->exchange voices 1-2 to put the part you are copying into voice 2. You then need to use the filter selector (press F6 to toggle it) and uncheck voice 1 (I'm assuming there is nothing in voices 3&4). Now you can copy the measures and paste them where you want without overwriting what is already there. Now remember to check voice 1 in the filter selector again so you can select more than 1 note in it if you need to.
