The picture is insufficient to give exact instructions.
General instructions:
Determine how many beats the run takes, such a 1/2 a beat (I will use 1/2 a beat for this example).
Make a rest of the duration needed. an 8th rest in my example.
Determine how many 32nd notes are normally in the duration of the run. There are 8 32nd notes in an 8th note.
Select the rest and select Notes->Tuplets... from the menu.
Replace the 3 that will be on the left with the normal number of 32nd notes (8 in my example)
Replace the 2 with the number of 32nd notes in the run. 10 in your picture.
Click OK.

It is possible to make this take a 1/4 note duration by using 16 and 10 rather than 8 and 10. You can also make it a 16th note duration by using 4 and 10. My example is the most likely but I have seen exceptions.

Adding to what Mike said, it depends on the tempo/beat. I tested adding a 10-tuplet like yours using a 4/4 time signature and in summary, it as easy as: 1) select a whole note first (in the menu, don't add it to the measure), With that whole note selected: 2) add the tuplet to the measure using a 10/32 relation. This will insert a 10-tuplet with 5 16th rests inside. Then, you just overwrite that rests with your 32nd notes. The result would apperar as below (the default beaming of MuseScore divided the tuplet in 2 groups, but it's a real 10 tuplet anyway)
