Time Signature- One Measure
I have one measure in my piece I need to change from 4/4 to 3/4. What's the easiest way to do this without having to reformat the rest of the work?

No, pretty sure not.
Apply a 4/4 to the next measure, even if that seems redundant at first, then apply 3/4 to the measure you want to get changed.
Or, if you just want that measure to be in 3/4 without have a corresponding time sig, right-click, measure properties, change actual duration to 3/4.
