MuseScore fails to show courtesy key signature on change to C major / A minor

This is the second time I have come across this problem in recent weeks: once on my own score (MuseScore 2.2.1), and today on a score created by another transcriber (opened in the recent MuseScore 2.3).
This is a screenshot of the desired courtesy key signature (as the key signature is changing from 6 flats to none):

But this is what MuseScore has produced (see measure 11 of attached score):

The settings in Style > General... > Page and in Style > General... > Accidentals seem to be correct:

What is it that we transcribers are both missing, or is this a bug in MuseScore?

Deleting RH notes in bar 11 one by one makes the courtesy re-appear when the bar has become short/simple? enough.
Deleting the system break also makes the courtesy re-appear.
I get the impression that the problem appears when there is just one measure in the system.

When I deselect "show courtesy" in the Inspector, the signature disappears. That's why I assume it's a courtesy.
Another anomaly is that when the key signature before and after the system break are made identical (which is a situation that shouldn't exist), the courtesy isn't updated, and becomes wrong.

Exact problem I had. Changes bar before.

I fixed it, or found a way around

Hit Shift + K to get to master pallet key signature. Create a custom key signature of naturals. Insert and it pops up like it should. Then key change the bar after to a standard non-custom to eliminate unwanted naturals.

I admire the workaround, but because we came across this problem at least twice while transcribing the Lieder Corpus, I prefer to leave those completed scores "as is" and wait until this bug is fixed. Because it really is a bug, and it's not so unusual to have systems with only a single measure - and a key change in the following system.
