Frames: inconsistent behaviour of Top/Bottom gap

• In MS 3.0-dev, the Frame "Top gap" setting has no effect if the frame is at the top of a page.
• But the "Bottom gap" setting still works if the frame is at the bottom of a page (inc. the end of the score).

Surely, the behaviour should be the same for both properties? The settings should either work under all conditions (as in MS 2) or only when abutting another frame or system.
