3.0.0 - Can't add notes to measure 4 (no prob, was being faked out)
Try it. Score was imported from V2, all the irrelevant measures removed. These measures were inserted with Shift-I after I had the same problem with the measures to the right.

I see; I don't know what to say. Same 3.0 official release? What do I have to do? There is a bug; someone else should try to reproduce this.

That I can use the 3 on this old pc (Vista) on which I placed Mint was a great Christmas gift ;-)
This is the version in use: OS: Linux 4.15.0-43-generic, Arch.: i386, MuseScore version (32-bit): 3.0.0., revision: 3543170
I only pressed N and entered the notes with the mouse.

Exactly what I tried (although I tried to enter half-notes) Even in your file(!!!), if I delete the notes you entered in the upper staff, I cannot enter a half-note with the mouse in m. 4. Someone should try on mac. Rev. c1a5e4c.

That commit, 3543170 is 5 years old!
There's probably something severely wrong with that build, not using the real commit SHA
c1a5e4c though is reasonable.

Either bogus or 5 years old, most probably the former. Ask the person how did the build for Mint, (s)he probably forgot a "make revision"
Close this! After it started happening on another score, I figured out that I was in "re-pitch" mode of note entry -- -don't know how it got that way (there's no keystroke, is there?), but that was it. Thank you for trying it! Sorry for the false alarm.

You can look at the dropdown where you can choose input modes, and any shortcuts for them will be listed there. ctrl+shift+i is the default for Repitch.

As I said, I see not the droids of whom you speak (see enclosed image). I suggest that if this control is not in default (step-time) mode, it ought glow in a bright color. You can rack up too easily on its shoals.

On windows it shows the shortcuts in all menus including this one.

Other menus show shortcuts for me, but, as you see, not this one. Having seen this, though, I guess Re-pitch is the only one that has a shortcut ... Repeating my suggestion that non-default input mode be much more visually apparent.

Sorry for not being clear, it sounds like a Mac bug. Also the N shortcut for note input is included in the menu I posted.
