The program can't start

Dear Sir,

I am facing problem to start musescore program. It shows a message when i start musescore: "The program can't start because api-ms-win-crt-runtime-l1-1-0.dll is missing from your computer. Try reinstalling the program to fix this problem."

Before i was working on Windows XP it was running without any error. But some reason I've upgraded my operating system. and musescore is not running. I've tried on windows 8.1 and now trying on Windows 7. The same error occurs on starting of musescore.

Please look into this and help.
