Can't rearrange symbols in custom palettes

OS: Windows 10 (10.0)
Arch.: x86_64
MuseScore version (64-bit): 3.0.1.5087
revision: 06a66a2

I can add symbols to palettes (editing enabled) but unlike in MuseScore 2, I can't rearrange them by drag and drop.

Is there a new way to rearrange them in this version or is this a bug?
