Did you ever get a solution? I have a similar problem. The print to file.pdf is the only option that shows up. All my other apps can see the printer just not Musescore...?

I think it's a bit absurd but...did you try to start MuseScore after turning on the printer?
Here OS: Linux Mint 19.2, Arch.: i386, MuseScore version (32-bit): 3.2.s20190704+dfsg1-1~ppa1804+1 (Ubuntu bionic/i386)
Administration/Printers->Add?
sudo apt-get install cups?
