Repeated Time & Key Signatures??
When changing time signature within a piece: typically from 3/4 - 4/4 or vice-versa, the time signature is stated twice? If one was to look at the music with fresh eyes, it looks as though 4/4 - 4/4 should 'mean' something.
I suspect it was happening when opening a msz2 file(s) into msz3, but no, it happens when making a new score within msz3. This is a problem with 'modern' music where the time signatures often change.
Key signatures too are restated as-well within the same bar.
Can we get this right, as printed sheet music needs to be accurate.

Are you in continuous view when you see it, or do you see it in page/single page views as well? I just know that if it's continuous view, I was having the same problem, until I figured out that it was just displaying a courtesy time signature if it was the start of a new system. I hope that helps.
As mentioned, if you are seeing this in continuous view, it's a known issue already fixed for the next release. Otherwise, in order to investigate and hopefully fix the problem, we would need you to attach the score with the problem.
