Can I more permanently set tempo
I set the tempo using play pallete almost
every time I load a score into Musescore 3.
Is there a way to have it keep its tempo for next time?

It is a bit hard for me to understand.
I want to view playpanel. then adjust the BPM,
then press something to keep that tempo for
the following loads into Musescore 3.

You need to enter a tempo using one of the methods in the link mentioned in the previous post. The play panel will only change the tempo until the play panel is closed. It will let you know which BPM to set the tempo you insert into the score when you are happy with the tempo.

To set the tempo for the entire score, select the first note or rest of the score and use the menu Add->Text->Tempo Marking. You can then adjust the tempo by changing the number to the proper BPM. You can also add the tempo using the Tempo palette by selecting a note and double clicking the tempo in the palette.
