Special Characters Window
I'm using a PC. How do I open the Special Characters Window? I can't find the icon (at the end of the red arrow).

It is in the text tool bar that appears only when you have text in edit mode. It shows up in the bottom left of the MuseScore window.
If you don't see it while editing text, then you have your window not maximized, but moved so the bottom of the window is either off the screen or covered by something like window's task bar.
