Add style option for chord symbol offset when placed below the staff

Right now, there is a style setting in the code to control the offset of a chord symbol when flipped below the staff. In the UI, however, there is no such setting. There should be a setting in Format / Style / Chord Symbols for offset above/below staff like there is for staff text.
