I remove the extra (unwanted) clef and save the score
After reopening, the extra clef is back

Somehow the initial barline here is throwing things off, did you perhaps try to modify it in some way at some point? I've manually reset it to defaults (actually just clicked it then pressed "Delete", repeated for each staff to be safe), then deleted and re-added the clef and the ambitus. Seems OK now. If you can figure out the steps that got it into this state, please let us know.
Meanwhile, I can reproduce this from scratch as follows:
1) new score for SATB
2) change initial clef of tenor part to bass
3) click the initial barline on that staff
4) press "V"
5) save
6) reload
