For some reason, my palette options for repeat signs has stopped including the one with dots on both sides of the double line. How can I bring it back?

By installing 3.1 Beta or waiting for 3.1 final. See #283828: Add end-start repeat barline back to barlines- and repeats palettes. Meanwhile add :| to measure N and |: to measure N+1
