Why the huge white space at the top of the score?

Well, if you ask to scroll as far as possible, MuseScore will happily oblige. It will prevent you from scrolling so far that the music goes all the way off screen, but it will allow you to position the music on screen however you like. It's not in the business of preventing you from doing what you ask. Who knows what reason you or someone else might have for wanting to do that - perhaps later on the in the music there is something really high above the staff and you want to leave space for it now so it will be visible when those measures come into view later, like during playback or when horizontally scrolling.

That said, if you prefer to be prevented from doing that, go to Edit / Preferences / Canvas and check "Limit scroll area to page borders".
