Is there a way I can just have blank space with formatting?
A section of my piece ends with two measures on its own line, and they're very stretched out. Is there a way that I can make the measures normal length, and leave the rest as blank space, with no measures? I don't know if I explained that right, so I'm going to photoshop what i want and attach it as a picture. Let me know if it's possible to do that on the actual score.

Append a horizontal frame and size that to your needs
You probably need to insert a horizontal frame on the next measure. Delete that system break you have, select the frame and reapply the system break to it. You can then double click the frame and drag the blue square to resize it. Append only attaches a frame to the end of the score.
