No courtesy clef created when adding clef to first note of system

Ubuntu Studio 14.04, GIT commit: 5373c93

1) new score, 32 measures
2) fill first six bars with notes
3) add line break after measure 4
4) click first note of measure 5 (beginning of second system)
5) double click bass clef in palette

Result: clef is add, but no courtesy clef appears at end of previous system

Works fine if you drag clef to measure. If you drag to first note of measure, you see the bug in #28991: Bad layout of clef when added to first note of system.
