When we create a score with the New Score Wizard, whatever title and composer name typed by the user in the wizard will also be added to the top of the first page of the score, as expected. Score Properties shows the correct composer and title as well.
But when we start with a blank score and manually type the title and composer directly into the field on the top of the first page of the score, this information is not updated in the Score Properties.
Although a minor issue, this causes the output of the MusicXML exporter to output a generic Title and Composer fields. In my opinion, changing the information on the top of the first page should also update the information of the Score Properties (i.e. they should always match).

See also #163906: Allow use of macros in text block. Probably using the macro is the better solution, as opposed to special-casing text of a certain style in the first vertical frame of the score, but anyhow, the suggestions are a bit different.
And indeed not a bug, has been that way ever since and is even documented in the handbook that way since ages
