If I change the tempo of a score and save the score at the new tempo and close the score, upon opening that score, should the score play at the new (saved) tempo? My copy of 3.2.3 does not do so. What can I do to make it do so?

Be sure to change the actual tempo - using a tempo text at the start of the score - not the temporary override that you can optionally specify in the Play Panel.
