Is this a bug, I changed the format | style| accidentals on the score but this was not reflected in the parts is this normal - also changing the barline to a double barline at a key change was not reflected across all the parts.

Format > Style... > Accidentals is considered layout and as such indeed not synced between score and part and that is by design.
Barline changes though may be different, although ISTR a recent change reg. double barlines at keysig changes, which should be in 3.3 (currently in Beta, RC expected shortly)
