How do I prevent rests from automatically being inserted into my score?

The rests are not actually being entered into the score. The score starts will all measures filled with measure rests. As you enter a note, the measure rest is changed to the note you entered and the rest of the measure is filled with rests to keep the contents of the measure the same as the key signature. Why would you want anything else? (That's not a rhetorical question).
