Well, only you can possibly know where you want the pedal changes to happen, so I'm not quite sure what you'd expect to happen. But adding pedal is quite simple - select region, click icon. You can speed this up by defining a shortcut for the "Apply current palette element" via Edit / Preferences / Shortcuts, then it's just a matter of select region, press shortcut, select region, press shortcut, etc.
