Getting a uniform number of measures per line of music

I've just inputted a solo I transcribed into musescore so I can print it out and have it phsyically but I'm having trouble making sure that there are 4 measures in every line. I know that I can go into Format>Style>Measure and change the spacing, but I always wind up with odd groupings, no matter how much tinkering I do with the number. I just want to be able to tell the program to have four measures per line no matter what.

I'm on macOS 10.14.6 and Musescore 3.3.3.24345.

The general strategy is, reduce spacing/stretch or scaling to make sure you can always fit at least four measures on each system. Then run Format / Add/Remove System Breaks to force it to be at most four measures. Or, same two steps in the opposite order. It's really the same approach that would be needed in a word processor as well.
