A whole note, for example, will play for 2 beats before just cutting off. This happens with every possible note value I could try. It becomes even shorter if the symbol is over a shorter note tied to a longer note (i.e. an 8th note tied to a half note) across a bar line, where it only plays the value of the shorter note.
But in measure 33 there is only a + (closed) symbol, yet the note sounds 2 beats shorter than written. Also, this is a recent development. This never occurred just 5 or 6 months ago.
I believe this was probably implemented for stringed instruments where this would be the correct interpretation. Probably somehow we need to include information about this in instruments.xml so the effect can be instrument-specific.
In theory it should work to turn off the Play property in the Inspector, but it seems not to, and that's part of the bug. Workaround for now is to add this as a Symbol instead (press "Z" to display), then there will be no playback effect.

Measures 8, 10, 16, and 18-20 in the brass. There is a final instance of it in measure 33 in trumpet 4.
You mean where you have "+o", close and opened, both to one note?

Yes, it's very common in jazz with plunger mutes.
Guess that's just asking too much, you can't have both articulations on a single note and expect them to playback properly

OK, confirmed. Seems it doesn't like the tie? Works if you make it a double dotted half note

But what if you half to use a tie, as with the case of an 8th note/ quaver is tied to a half note/ minim?
