When I select two half note rests in a bar, and then type '7' to change them to a whole note, MuseScore will remove the first note of the next bar and replace this with a rest of length half. This is reasonably bad since it causes me to lose part of my score if I don't pay attention closely.

MuseScore is not a word processor. When you select a number of elements and then apply a change, MS will not just replace the selected elements with your choice but will try to enact that change on all the elements.

MuseScore is trying to behave exactly as you instructed it to. You have selected two half notes and tried to make them BOTH a whole note. The first note gets written as a whole note but then the second whole note overwrites it (leaving a half note) and also overwrites the first two beats of the next bar.

Ah, okay, this stems from having a measure with the half notes, each with a chord above it. I was selecting the entire measure, trying to remove the two rests, but keep the chords above. Deleting the rests would delete the chords, so it was a natural thing to just type 7.
