Why do hairpins overlap even a repeat sign, otherwise it would not play the right way.

Not just over a repeat sign, but also over a barline. Hairpins try to get close to the next dynamic: that's a feature of the hairpin, introduced by Automatic Placement fairly recently.
If you don't like the hairpin getting so close to the dynamic (and in some cases I would agree with you), try disabling the Automatic Placement property of the hairpin in the Inspector.
