Can you add queues to parts?
Is there a way to add "smaller" notes to a part to represent a queue (like an English horn solo queue in an alto sax part for instance)?

I think you mean "cue". But yes, I often do that in orchestral parts. Usually I enter the cue notes in voice 2 and then select those notes and rests and set them as "small" in the inspector. Note that the inspector only allows you to deal with notes or rests but not both, so setting notes and rests to "small" is a two step operation, once for notes, once for rests.
Yes, in another voice and making the "Chord" small (even if it is just single notes, use the chord property in inspector)
