Inserting vertical frame at bottom of page, and a page break after the frame.

Is there any way to insert a vertical frame at the bottom of a page, followed by a page break?

The last score line on the page ends with a page break. I can insert the frame before the first measure of the next page, but then it is at the top of the second page.

If I then delete the referenced page break, then the frame moves to the first page. However, additional score lines also move to the first page, beneath the frame.

I could adjust the page spacing, but then the formatting will be dependent on what size paper I print on. That could also make the second page overflow onto a third page, which I do not want.

Any suggestions?
