Staff instrument name issue after using "Change Instrument" feature from Text Palette

1) Create an instrument change using the Palette/Text/Change Instr. feature. (Horn I in the attached.)
2) Create an instrument change in the staff below the instrument change done in Step 1 above. (Horn II in the attached.)
3) In a measure after the measure where the instrument change was made, select Staff/Part Properties in the Horn I staff and change the "Short Instrument Name".
4) View the short instrument names for Horn I and Horn II in the next system.
Expected effect- the instrument name is only changed in the Horn I staff.
Actual effect- the instrument name is also changed in the Horn II staff.

To be clear, on step 2) the instrument change needs to be in the same place in both staves. If you move one of them even one beat the bug is not seen.
