Yes, by using an existing template or by making your own.
File >New (fill in Title etc.) >Band and Percussion >Brass.
Follow the menu path:
File > New... > New Score Wizard > Next >"Choose template file" screen > Expand "Band and Percussion" > choose "Brass Band"
