Expanding a pedal in a measure before a key signature change does not work

Steps:

1) Create 2 staffs and two measures, each in 4/4.
2) Make one of the measures' time signatures different to the other one (eg. 1st measure: C# major, 2nd measure: D major)
3) Create 2 half notes on the first measure on the bottom staff
4) Create 8 eight notes on the first measure on the bottom staff
5) Create a pedal marking on the first measure, spanning the entire measure
6) Stretch the pedal marking to the end of the measure
