Selecting a measure then a duration does not highlight the first rest

OS: Windows 10 (10.0), Arch.: x86_64, MuseScore version (64-bit): 3.5.2.311459983, revision: 465e7b6

If you select a whole measure rest and then a duration, the measure rest divides and the first rest is highlighted. However, if you select a measure instead, the measure rest divides as expected but the first rest is NOT highlighted. Furthermore, if you immediately start entering notes in the latter case, the selected duration is ignored and defaults to a 1/4 note.

Shouldn't the behaviour of a selected measure match that of a selected measure rest?
