Entering a value> 0 in Format / Style / Text
is possible but inoperative. The chords cannot be positioned in the center of the staff although it is possible with the "inspector" F8!?

There is no Format > Style > Text. What exactly do you mean?
Are you talking about Format > Style > Text styles > Chord symbols > Offset?
Those do have an effect, although due to autoplace still being enabled you may not really get down to 0
Elements cannot normally be placed on the staff by default because of autoplace indeed - the minimum distance setting for chord symbols enforces a 0.50 sp gap. But you can solve this by setting the "minimum distance" in the Inspector to a large negative number. Actually, the simple way is to manually move one onto the staff (I recommend Ctrl+Down for this to keep it in precise units), then hit the "Set as style" for both minimum distance and offset.
