Steps to reproduce:

1) Download Drive File Stream
2) Download the MuseScore Installer
3) Put the MuseScore Installer in Drive File Stream
4) Try to install

Sort of. If you have your main folders also in the cloud, the installer will hang when it tries to do the shortcuts, however, if you shut off your computer in the middle of the installation when it hangs, the program appears to be installed, but I'm not sure if it actually is completely. More testing is needed.

That is to say, even if you have a non-cloud folder to put the installer into, if your computer is significantly cloud-based, you may have ongoing issues.
