Haven't tested it on 3.5, but it is probably due to frames resizing to their content, so probably a regression.

I don't think so. It you want a subtitle, use a vertical frame, not a text frame.
Subtitle text has a certain alignment and offset, that just moves it out of an otherwise empty text frame

How should a frame react whan a text inside it has insane offsets being set?
You're misusing a text frame and the system bites back.

I actually set it to subtitle because I felt like Title was too big and Frame text too small. Yes I could do the modifications manually, but subtitle was supposed to be the right size.

In the screenshot above you can't see it because there is nothin around, but the text doesn't get added to the skyline. So it collides with everything. You can imagine the mess.

Use a title frame, AKA vertical frame, when you want a subtitle. Make it narrower if need be.
A text frame's purpose doesn't fit that use case.
Or use a text frame and linefeeds for that fake subtitle rather than those offsets
