Can you please make a way for me to select a certain number of measures and then press "M" to make ONLY those measure into a multi measure rest. Right now no matter how many I select any grouping of 2 or more measure without notes in them turn into multi measure rests which is not what I want.

The way to do this already exists. Set "break multimeasure rest" in the measure properties (accessed via right click menu) of the measures that you don't want included in the multimeasure rest.
