This is generally not recommended.
It must goes to the nearest chord tone.
Then you can go down one octave if the next chord (and inversion) is available.

If this is a lecture question:
1. Is the part given soprano?
2. There must be a problem that you must solve here (I mean the entire piece given). Have you detected it?
3. Have you learned about the inversions?
4. Voicing is important: Which degrees did you start with?
5. Is the 3rd chord strictly Em (Vm)?. What's the next chord? // V7 (?)
And generally a screenshot that covers more measures (at least one measure before and after) might be better.
