i would like to get rid of the rests in Voice 1
I would like to split the stems - one up and one down in the lower two parts

Move the top notes from voice 2 to voice 1 (select them and press the voice 1 button)

Indeed, the question here is, why do have all those rests in voice 1 to begin with? Normally that should be the first thing you enter. Right now it's not clear why you entered all those rests. Were they previously notes, like maybe there was a soprano part above this you deleted? Best way to move everything from voice 2 to 1 is Tools / Voices / Exchange Voice 1-2. Then you'd have rests in voice 2 you can delete more easily.
