Percussion Menu Bug

For all of my scores with unpitched percussion, it refuses to pull up the menu of all the different sounds that can be used, and it also won't allow for me to put a note down for percussion at all. It will do it for pitched percussion such as Timpani and Marimba. Is there a setting that can change this? I've been trying everything. Maybe I need to delete it and reinstall.
