Difficult to write part of scores

The attached has a blue circled problem… HOW IS THIS ACHIEVED?
The lower base bar already has 4 beat notes and rests etc.
And how do I put the angled lines that come down from the treble clef bar above
And the one in bar 2 and what do these angled lines lines represent/mean?
