Adding a one bar tempo count in
i want to add a one-measure count off, setting the tempo, without adding an empty bar at the beginning of the score. Advice on how to do that, please?

You want to add a bar without adding a bar? Impossible.
Indeed, either you want the bar or not. You don't need a bar just to hear a count off during playback - simply click the countoff button in View / Play Panel. But if you want the count off to be a permanent feature of your score, you need to add it normally. It doesn't have to be visble though - add it to a separate staff, make it invisible in Edit / Instruments, or various other methods depending on the specifics of your score.
