How to stop measure moving rows when changing notes?

If you work with a measure close to the edge of the page, it can run back and forth when you add or remove notes, change durations, etc. Here are two screenshots - before and after. In the "after" screenshot, if you remove the last note, the measure will move back up.

MuseScore will reflow systems depending on the measures it can fit in it. Empty measures are smaller than filled measures, so when you change the contents of a measure, you also affect its minimal width; and thus whether or not it can still fit on a system or not.
If you only write measures with whole notes in them, MuseScore can fit many more of those into a single system (and should!) than if you only write measures filled with 1/16th notes..

It's the same with word wrap in a text editor and is normal and harmless, but if you find it disorienting you can switch to Continuous View using the dropdown control on the main toolbar.
