transposing signature key for Music pieces.
I cannot see the screen shown in the video Tips#9
Therefore cannot transpose signature keys.
Do I need an App?
If so where can I find and download such an App.

I have no idea what the video tips#9 are supposed to be; but this forum is all about the free notation software you run on your PC and that you can download right on this site (by clicking that "download" button at the top of this very page).
You can then transpose your scores as per https://musescore.org/en/handbook/3/transposition
Katie Wardrobe's quick tips? They are pretty outdated, for MuseScore 1.x
