Swing text settings should apply to chord change playback

Here I am swinging the 16ths:

The notes are properly swung according to the swing text's swing ratio for 16ths notes. However, the chord change is not swung. So the playback doesn't line up properly...the chord change happens where it would happen without swing, which is about 143 ms earlier than when the swung note correctly happens:

The expected behavior is that chord playback should be swung just like the notes are swung.
