Repositioning a staff on the page

I am creating a score using only one staff for a melody with the chords shown above and the lyrics shown below.

The single staff on the top of the 2nd page of my score remains unmovable to a lower position. I want to reposition/lower all the staves on the 2nd page so I can enter a secondary and smaller-sized title at the top of the page.

How do I accomplish this?
