When you put a repeat bar line in the middle of a bar (see picture), it isn't played. I also can't find any options in the inspector to do that.

That is by design. Split the measure first (Tools > Measure > Split measure at selected nore), then apply the repeat bar

Is there an option that the bar numbers count the splitted bar as only one bar?
yes, measure properties, exclude from measure count, use that for the 2nd half of the split measure (which now became sort of a pickup measure)
