Make last measure smaller
How do I make the last measure/bar not take up the full width of the page, but have the same length as the rest of the measures/bars? (See attached screenshot)

Absolutely, positively, the last of these. There is no reason you should have a single measure on that last system. I would go through the page and find the more natural system breaks - four measures per system simply doesn't fit this piece at all and gets in the way of readability.
